From what I’ve seen it’s how different gun store compliance departments choose to interpret the law. I’ve been denied at a Turners but allowed to purchase one at a law enforcement specific FFL. So you’d think they would know the law. And no it doesn’t just exempt CA LEO it exempts sworn members of any federal law enforcement agency, or sworn members of the military.
